XTC formed in 1972. They became popular during the first wave of punk rock and were British so they were listened to by punk rockers. There was no "post punk" in 1972. The first punk rock record was released in 1977 by the Damned. Before that, the existing punk rockers listened to raggae.

"how could they 'start out as a post-punk outfit' in 1972? " What a lot of people don't realize is that post-punk not only coexisted with punk, but predates it in some ways. Punk had been around a long time, only getting notorious in its CBGB type way in 1977, so post-punk was alive in 1972.
