Well, having the same composer ( Uematsu,we love you!) might be one of the reasons.Also, one has to think that they were practically experimenting with PS at that time,so it´s normal they played it safe (batlle/game various sound effects included).

I bet if I hadn't played FFVI before FFVII, I might have actually thought Sephiroth was a decent villain. How wrong I would have been!
