It Won't Update?

Since the 3rd of Augst, last.fm hasn't been updating for me at all.
They've been adding up in the cached tracks list (help > diagnostics) and I'm not sure why?

When I play a song on iTunes it shows on the scrobble but doesn't updated my play count. I've tried changing my password, I've tried reconnecting but nothing seems to work.

Also, I'm not sure if this is related, but every time I try to download a certain plugin, iTunesPluginWinSetup_3.0.4.0, it won't let me.
The message "Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access them." Although, I am an administrator on my computer and I don't have any firewalls or anything that would be blocking me from accessing it.
